On second thought, it might be worthwile moving the x11.conf into the xorg package (considering headless servers and a future with Wayland only). This should happen upstream though and would need involvement and coordination between both systemd and xorg upstream. You can file an issue for systemd at https://github.com/systemd/systemd/issues/new -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
