That's for you as sysadmin to decide.
Say you have a mail system, where the users mails are stored in
/home/$users/maildir, then booting and starting the MDA even if /home is
not available is probably not a good idea.

If /home is not critical for your use case and it doesn't matter if the
system comes up without /home, then nofail might be ok.

It really depends on how you use your system. Something I can't tell you.
