No, sorry, I've since rebooted, it seems to work now. I had completed the broken upgrade (except for network manager and two packages depending on it) and rebooted. Looks like something systemd depends on broke due to the failed upgrade. I've tried to enable systemd debugging, I'll notify you if this comes up again. But I've since manually configured my network interface, looks like network-manager spoiled the upgrade by taking down the network interface during the upgrade -- bad if you upgrade remotely via ssh. So non-working systemd might have been a secondary effect of a half-upgraded system.
