This might be a kexec issue, since there were similar bug report where having kexec-tools installed caused a poweroff/shutdown to result in reboot. If you uninstall and purge the kexec-tools package, is the problem gone? -- Why is it that all of the instruments seeking intelligent life in the universe are pointed away from Earth?
