This is the typical "between rock and hard place" situation. I agree that we should stop restarting it by default, but we probably have to for upgrades from wheezy. (Proably/hopefully most wheezy users don't run systemd yet, so it shouldn't matter that much ). So I don't know a better solution than the above <= 215-3 version guard either; is everyone ok with going that route?
