You can control the fsck behaviour for the next reboot via the
fsck.mode= kernel command line argument.

See man systemd-fsck.

Hopefully that addresses your wish sufficiently.

As upstream rejected the request to make shutdown write a flag file on
the / file system. I'm going to close this bug report, since we are not
going to ship a distro specific patch for that and so it doesn't make
sense to keep this bug report open.
