Why not? Can you elaborate? The init-system-helpers dependency is there to ensure the systemd service is properly registered upon installation and removed on uninstall and it takes care of starting/stopping/restarting the service. I do not see a compelling to re-implement that functionality in the rsyslog maintainer scripts. So, no, I have no desire to switch away from init-system-helpers.
