I see nothing about that in changelog, nor it's obvious why this have happened,
but it does not look right; it very much tries to break very hard any systems
using runit-init.

This was a rogue NMU (i.e. without the maintainers consent) which was
reverted, or rather not applied.
For such NMUs it's normal, that they don't end up in debian/changelog.
