Debian 12.5 fresh installation.
When when the commands "shutdown -h" or "systemctl poweroff" reach
their target, the fans of my server ML350 G11 increase speed and noise
and remain like this for an indefinite time.
This doens'n happen if I shutdown the server by mean of the iLO power-off.

Does this also happen if you run
"systemctl poweroff --force"
or
"systemctl poweroff --force --force"
yes, this happen in both cases.
I made another test: with Windows 2019 server core.
It has the same issue: when shutdown reaches his target, the power
led turn from green to yellow, the server increases speed and noise
and stays in such a condition for an indefinite time.
I seems thet the bug is not specific to systemd.
I have yet opened a case with HPE. so I think that the analisys of
the bug could be set aside until HPE give me an answer.
"--force" will omit the shutdown of services, so this should
typically not be used.
My guess is, that you have a service that does not terminate.
Can you also boot with systemd.log_level=debug (on the kernel
command line) and then snap a picture of the system during
shutdown when it hangs.
The sistemd.log file obtained thru log_level=debug is attached.
Ubuntu 22.04 LTS server has the same problem.
