Thanks for this bug report. This is caused by https://github.com/systemd/systemd-stable/commit/c56b3f7d36f58e4d9f9948a3b50812178c461a26 i.e. was already part of v252.19 I guess the safest approach will be to revert this commit.Backporting support "RestartSteps" looks like a change not suitable for -stable.
Other -stable branches (like v253-stable) are affected too, it seems. @Luca: Will you take care of this upstream?
