Hi,
when trying to create a Hurd chroot using chrootless mode with DPKG_ROOT we
noticed that update-rc.d incorrectly handles sysvinit. The patch in this merge
request fixes the problem:

This time (in contrast to #983421) the patch is quite a bit more manageable and
it should be easy to see that if the $dpkg_root variable is the empty string
(the normal case) the behaviour is unchanged.
Maybe the check for insserv package versions before 2014 can be removed from
create_sequence()?
