DHCP client on systemd-networkd sends requests as broadcast so if there is more than one DHCP server on the network all but one will answer NAK: wrong server-ID. DHCP client stops at the first NAK and ignores the ACK that will be sent. THe attached patch included a test refusing any NAK that does not come from the same IP that the request was sent.
