Hi!
What happened:
1. Install Debian with GNOME desktop using Jessie d-i beta 2.
2. Upgrade to sid.
3. Add new layouts in Input Sources through the Region & Language
interface.
4. Install Plymouth.
5. Restart.
6. Be unable to enter disk passphrase.
I hadn't notice when installing Plymouth that `update-initramfs`
actually issue an error about not being able to save a boottime keymap…
After more investigation, it seems that `/etc/default/keyboard` only had
entries for XKBLAYOUT, XKBVARIANT and BACKSPACE. This was prevent the
boot keymap from being generated as `setupcon` will exit unless
`XKBMODEL` is set.
Adding back XKBMODEL to `/etc/default/keyboard` and issuing
`update-initramfs -u` restored a working keymap.
I am not sure what made localed unable to get the keyboard model, but
maybe that situation is bad enough to make it have a fallback value?

XKBMODEL should correctly be handled by localed nowadays.
If not, please file a new bug report.
