"reboot" fails to boot into the grub-menu, as well as the command
"systemctl reboot". The least kernel in the grub menu is booted
instead.

"systemctl reboot --boot-loader-menu=5" gives an error

A reboot 1.12.2022 (with versions 252.1-1) worked as expected, the
next boot 7.12.2022 (still with versions 252.1-1) showed the
incriminated behaviour. With versions 252.2-1 and 252.3-1 still no
boot into the grub menu.

The systemctl man page says that
       --boot-loader-entry=ID
"...Note that not all boot loaders support this functionality."

I'm not sure if grub supports this functionality or if you need systemd-boot. That said, if you claim that 252.1-1 was working with grub, it is possible, that there is a regression somewhere

As you see, there are some boot related changes between .1 and .3

Your best bet is probably to file this issue upstream at
https://github.com/systemd/systemd/issues/new
