Ok. I guess we can consider these patches for the next stable upload.

For me, systemd failed to build on stable, due to missmatch between
/usr/include/linux/if_arp.h and ./src/basic/linux/if_arp.h.  This needs
to be fixed as well.

Are you using a newer kernel from backports/self compiled?
I can not reproduce a build failure with a "clean" bullseye environment.
