As a user, I'm not sure I would have thought about looking in README.Debian: I tend to assume the man pages are correct. (IIRC I eventually understood what was going on by git grep'ing the Vcs-Git.) I don't know about other users. This being said, I understand your concerns about the long-term maintenance overhead cost. It matters a lot to me.
