If we want to install "libudev-dev" package in Debian 9.8.0, there is an error

232-25+deb9u8 is available via stable, 232-25+deb9u9 via
stable-security. You definitely should make sure you have
stable-security enabled in /etc/apt/sources.list. If that is the case,
run apt update, and then install the latest libudev-dev, i.e.
232-25+deb9u9.
Don't downgrade libudev1 to 232-25+deb9u8
