Shutdown is delayed 120 seconds (according to the message on the screen after
the delay) waiting for automounted CIFS.
In testing, version 215-18 resolved the long-lasting issue, but 220-7 creates
a regression to the wrong behaviour from before. Going back to 215-18 restores
the required behaviour.

network-manager no longer tears down the network when being stopped on
shutdown and wpa_supplicant.service has a Before=network.target ordering
which should ensure that on shutdown it is stopped *after* network
shares have been unmounted.
In summary, let's close this old issue.
Regards,
Michael
