upstream has removed support for systemctl unmask --runtime [1]

According to codesearch we currently have two packages in the archive
using unmask --runtime: avahi and policykit-1

A corresponding upstream bug report for systemd has been filed [2].
If upstream does not agree with reverting this behaviour change, we'll
have to change both avahi and policykit-1 (sid and exp) to clean up the
runtime masks manually. The systemd package will then have to gain
appropriate Breaks.
