Can you find anything in dmesg, journal or /var/log/kern.log about PID 1
freezing execution?
How long was this system up and running?

If you run kill -HUP 1, do you get a journal entry like this:

Apr 21 19:36:25 pluto systemd[1]: Received SIGHUP from PID 18439 (bash).
Apr 21 19:36:25 pluto systemd[1]: Reloading.
