If you prepared a fix (e.g. committing to VCS) then it is nicer if you 
explicitly mention that (in addition to tagging to reflect it).  If you 
didn't yet actively work on fixing it, only agree how it should be done, 
then tagging as confirmed is better.

I find it appropriate to then either a) recommended for all archs except 
the ones where unavailable, or b) suggest.

I find it best to do a), but it is more work, because runtime package 
relations cannot use [!arch] style negations as build-time relations 
can.  You can see the uwsgi package how I handle that by resolving 
supported archs at build-time but only when custom DEB_MAINTAINER_MODE 
is set (because it is forbidden for debian/control to change dynamically 
during official builds).
