Hi! I (accidently) also started working on this, as the package is maintained with the Debian Ruby Extra team. I've just noticed this bug report.
I've used gem2deb to setup a starting point, however I found out that the 1.0.0 gem only contains lib/ and ext/, which is quite meager. The 0.9.7.1 tarball used by the old rcov package containts docs, tests, and editor extensions. I'm not sure what to do. I'm mostly inclined to update 0.9.7.1 and ask for a release of 1.x with the stuff included. What do you guys think?
