Unfortunately, the module api is not stable, and thus is not fit for public distribution. There are no guarantees that a module for 6.0 will build with pa 7.0. Moreover, modules usually use internal pulseaudio functions that are of course not stable. If upstream does not install the headers I don't see why we should. Your best option is to get the pulseaudio source and add your module as a patch.
