PDL 2.086 (released 2024-03-31) removed PGPLOT support which moved to
the separate PGPLOT module in Perl (which is packaged). The only way for
packaged PDL to have PGPLOT(original) support is for the Perl PGPLOT
module to be linked against that.
This bug should be closed, unless focal is likely to get updated with a
newer PDL.
