We follow the latest stable release of vlc 2.2.X (and ffmpeg 2.8.x where vlc contains an embedded copy) in all currently supported Debian releases. The stable releases of vlc mostly contain fixes for various crashes and translation updates. Not all of those get a CVE, so you could consider updating the vlc version in Ubuntu to the latest upstream version as well. zesty could also profit from an updated of the embedded ffmpeg copy to 2.8.13 (CVE-2017-9991 - CVE-2017-9996 and maybe others).
