...if and only if you a) actually read the newest revision of Debian 
Policy, and b) believe the package to obey the rules of that revision!

If you are uncertain, then DO NOT change standards-version.  It is far 
better that the version is old (and lintian warns the World about that 
fact), than being untruthful about it.

Standards-version is NOT an indicator that you have chased and silences 
lintian "noise", but instead that the package is verified to follow a 
certain revision of Policy.
