When trying to make tags having names like José (resp. François), the input is truncated at "é" (resp. transformed to "Francois"). For example, after
lame --id3v2-utf16 --tt "José" input.wav output.mp3
just "Jos" is stored in output.mp3.

Did you in fact encode as UTF16 (not UTF8) in your test?


No. After careful examination of what the input was, I found that this behavior depends on the variables LANG and/or LC_ALL. If a default (C) locale is used, the behaviour occurs as described. If a UTF8 locale is used, the output is correct with respect to the nonascii characters. I don't know how to get a UTF16 locale. I'm closing this bug report - I do not see a bug here.
