Firstly, this is a different issue than the original #588468, so it would deserve its own bug, probably at minor or wishlist level. Secondly, this is not completely fixable. All VLC knows is that it has no support for the codec. I don't see any solution anyway. The computer cannot determine whether the plugin failed due to wrong codec parameters, the plugin failed due to a bug, the plugin failed due to a broken underlying library, the plugin is not installed, the plugin is not available for this particular architecture/build/version/whatever, or there are simply no plugins for this codec at all (generally speaking). Keep in mind this message is not specific to Debian and Teletext. And then, it is a bit hard to have custom error message in Debian VLC.
