Indeed, I'd also support to revert this patch, I remember we have been
bitten by this in the past already (but I don't remember exactly which
package it was).

Instead, I'd rather suggest to configure your build environemnt
properly. For example pbuilder allows to set this up in pbuilderrc IIRC.

Moreover, the approach itself is fragile because it breaks with many
build systems. A much better approach is to modify the PATH environment
variable to put '/usr/lib/cache' at the front.
