For the AAC encoder there is: https://bugzilla.gnome.org/show_bug.cgi?id=647748 Unfortunately nothing for the amrwb encoder yet, if you're interested you could file a bug upstream or could even work on it. Shouldn't be that hard if the API is similar to the AAC encoder.
