I recommend the following to produce most elegant and compact patches -
meaning the least noise at each later refreshing:

 quilt refresh --no-timestamps --no-index -pab

Can this be defined in quiltrc? If it requires passing manually the
options then most likely I'm not doing it.

I have no idea. I am new to quilt. Just sat down and digged out those options because in my previous manual(!) authoring of diff files I strived towards most compact style possible.

Please do share with us if you find neat ways to store it either locally (like with "git config --global color.ui auto") or with the packages (like with dpkg-source local-options and gbp.conf).
