That is not a rule. It is a mere recommendation (it will probably help
your AM). However, I remember somewhere that the NM team intends to
make it a requirement at some point.

Basically, you need to show you have done work in debian before
applying to the NM process.

When you are a DD you get an alioth username that matches your debian
account. So, my debian mail is fsate...@debian.org, therefore my
alioth id will be fsateler.
