I wouldn't say that. There are of course more ways to be active in the team than introducing new packages. In fact, I think that packaging new stuff is not the best way to learn packaging. How about helping out with bug triaging and improving existing packages in the team? About your packages, it seems that nobody in this team has expressed interest in them.
