Better if you explicitly state which versions of the license.

Or alternatively that you explicitly state that not only "above" license is used but also (explicitly) "above" versions. But the whole "above" style has the risk of breaking: A later reorganisation of "above" text (e.g. to move the actual license to the bottom of the file or outside of it for some reason) may not be aware of the later reuse.

Too often I have seen code stating that it is licensed as stated in LICENSING - but where I found the code it had been borrowed from another project and that LICENSING file was gone. Or projects containing multiple COPYING files in various subfolders, containing *different* versions of the GPL without the text in the code telling which versions are acceptable.
