It may not be required in all cases, but it's required for reliable operations
in a wide variety of systems, which is what Debian supports. It's what people
using KDE in Debian use.
The claim that systemd-shim is part of systemd is factually incorrect. It's
part of an alternative stack. It's, in fact, what you will almost certainly
need to have to avoid systemd.
Please don't reopen the bug. Its claim that k3b somehow depends on systemd is
wrong.
