If I understand this bug properly, I think Debian could/should have two versions of libjs-jquery-hotkeys, one for each upstream.
This issue is now 7 years old, is part of all currently supported suites and I don't think it's smart to revert the libjs-jquery-hotkeys package back to the other upstream, as we'll have similar issues the other way around. Hence, I am lowering the severity as I believe the solution forward lies in a new source package that provides the other fork of this code.
