As mentioned, it was not a problem with watch file as such. I think they stopped publishing lodash-cli on npmjs.com, last release is 2 years ago, still at 4.17.5.
They are not even releasing new tags as github tags page is also showing 4.17.5 as latest https://github.com/lodash-archive/lodash-cli/tags
And that project seems archived, so I don't know where to find the matching version.
