Package: src:haskell-pandoc-citeproc

Dear maintainers,
This project has been deprecated upstream since October 9th 2020 [1].
There is a new project called "citeproc" by the same author that
replaces it [2].
Pandoc version 2.11 (not in Debian yet) now supports the new citeproc
invocation ("--citeproc" instead of "--filter pandoc-citeproc") and I
believe requires this new binary.
Does anyone plan to package the new "citeproc"?
