It looks like the backport never happened, but merkaartor (0.18.1-3) has been in Debian since wheezy. Is this issue still relevant? Since I cannot reproduce this issue with the current merkaartor version in unstable (0.18.1-3+b7), I'm tempted to close this issue as fixed.
