I also cannot reproduce the issue with the JOSM version in jessie & sid. Since the SSL certificates are an issue on the server side, not in JOSM itself, this is not a bug in the package. You can edit the tile URLs in the Preferences to use HTTP instead of HTTPS, so the grave severity is not justified. Please let us know if the issues has been resolved on your end too.
