It's actually not a bug, but the fullscreen method which was used. Now,
since version 0.9 we are using WM fullscreen and keyboard shortcuts
should work without issues. So this bug report can be closed.

  Keyboard shortcuts not working in SuperTuxKart 0.8.1 in Ubuntu 12.04

Bug description:
  When I play SuperTuxKart fullscreen I can not use any keyboard shortcuts. 
Only Ctrl+Alt+[1-7] are working.
  Ctrl and Alt keys seem to be ignored; when I press Ctrl+Alt+Arrow Key to 
switch between workspaces the menues are selected as if I would only press the 
arrow keys. This also applies when I use Unity2D.
  However, when I don't play it fullscreen everything works perfectly.

  I have not noticed any problems in other fullscreen applications yet.
