Are we really looking at the same package? If you look at
http://icculus.org/airstrike/airstrike-pre6a-src.tar.gz it clearly contains
/data/sound.
For the second bug: if you run the game via airstrike --option it says: "All
options are currently given in the config files, located at $HOME/.airstrikerc
and $PWD/airstrikerc. Quitting". If this is not true, please patch the
airstrike.c with correct string. Alternatively, the file could be copied by the
game at start. Copy /etc/airstrikerc to ~/.airstrikerc and edit settings. You
will be surprised to see them work.

Title:
  Airstrike contains several packaging bugs

Status in airstrike package in Ubuntu:
  Invalid

Bug description:
I found two major bugs for this game:

  - The Sound files are not installed therefore the sound is missing.
  - The airstrikerc file is not where the commandline says (e.g.
~/.airstrikerc), it's actually in /etc/airstrikerc which is not writable and
settings cannot be saved

I don't think this was a problem in previous Ubuntu versions.
