Hello, as the README in /usr/share/doc/airstrike states, the game is not finished yet. Unfortunately it has been in this state for more than 10 years now and it would be great if someone continued the work on it.
The game contains no sound files. You can verify that by checking the source package. airstrikerc is in /etc/airstrikerc and the game will read and use the configuration from this file. However it is a global configuration file and you must use sudo to modify the file. There are no user specific configuration files. So in short: It is not a packaging bug.
