alexandria.asd declares LICENCE as a static-file, therefore the file must be present or asdf3 will complain (unlike asdf2, and unlike asdf1 where most uses of static-file's were not even portable). If the issue is disk space, the debian package could replace it with a symlink to a shared version. Or it could remove the static-file from the .asd file. But the current situation is a bug.
