Hmm. What do you mean by "build-conflicts does not exist"? It does! https://www.debian.org/doc/debian-policy/ch-relationships.html#s-sourcebinarydeps So, in this case, Build-Conflicts: locales-all would probably fix the FTBFS bug the easy way. However, I wonder why locales-all has a "Provides: locales" at all if it is not a complete drop-in replacement for locales.
