Dear Milan, I've uploaded the newest cl-launch 2.32 to mentors. Since latest accepted 2.23, it fixes fasl cache issues, improves support for clisp and allegro, doesn't take over ASDF binary relocation when loaded as a .asd, supports newer XCVB feature, and passes tests on at least sbcl, clisp and ccl (but unhappily some features are broken in the latest ECL).
Can you sponsor the package in debian? It passes lintian. Also, if you or anyone is maintaining CLC, could you redirect bug 382430 to common-lisp-controller and merge in the patch? That would at least solve one problem with ECL on debian.
