Did you intentionally keep the 'export AUTOMAKE' intentionally in debian/rules? I think they can be removed, as the unversioned variants are used by default.

Additionally the build log checks reveal that this clamav version introduced two new 'implicit-declaration' problems [1]:
 * crypto.c:1017; strptime
 * mbox.c:1951; cli_strcasestr

I don't know, where those should be defined. Any ideas?

Furthermore, somewhere in the buildprocess, the CPPFLAGS are missing:
