This is now included in the clamav package. It needed a build-dependency
on libcurl4-openssl-dev that we can replace with libcurl4-gnutls-dev,
when we switch to GnuTLS.

This works in jessie.
I also added a template for SafeBrowsing to clamav-freshclam.
So I think the new version can be uploaded.
