Hi!

As I had pretty much no idea about how timestamping works over HTTP I took a
look at wget's code and compared it to freshclam's code. It seems that the
"Last-Modified" header is not checked for and evaluated in freshclam.
Conversely, wget reads that header and uses its value to touch the file
appropriately.

As you're already using a workaround using sigtool I wonder whether you would
still like to see this fixed or don't care anymore.
