My favourite is Scite; it's Open Source, available for Linux, Unix and Win and knows a lot of syntaxes.
http://www.scintilla.org The PHP functions and parmlist-aware (call-tips, F1 to PHP docs) derivative named PHPSciTE seems to be withdrawn - maybe copyright issues using the PHP name ? I don't know, since it works like a charm.
